Bureaucracy is a dynamic and hierarchical system consisting of values and office duties that serve to administer the enterprises of the government or community (Rung, 1995). In the US, three important functionalities are enforced through bureaucratic methods that allow the American government to run smoothly. In the American context, through the government's efforts, bureaucratic ideologies are made to function at the national, state, and local levels. Bureaucracies get distinguished by four typical characteristics, that is, a well-defined hierarchical level, a sound division of labor, specialization techniques, and a set of rules bound to formality. Bureaucracies are critical in the administration, regulation, and enforcement of legal reforms.
According to most of the conducted surveys, many US citizens have a negative perception of the bureaucratic approaches by the federal government because of its weight and enormous size (Chris Edwards, 2015). Besides, the citizens allude that the bureaucracies have never fulfilled the mandate which they were tasked to perform. There is a staunch belief that some government employees have no required skills to capably perform the specified tasks as required by the federal law. The citizens have a feeling that the national bureaucratic approach lacks insight hence making its associated staff perform some ordinary duties averagely. In the process, they succumb to an unnecessary line in their attitude towards task management. Such critics are not liberal and fair; there exist staunch bureaucrats within the federal government. Efficient execution of duties has always been their focus.
